ITIL User not able to add a set of incidents on a change related list using the EDIT button

When an ITIL user tries to add a list of incidents to a related list on a change record, it is not successful. When user clicks the EDIT button, the list is displayed and the related incidents are moved from the left pane to the right pane on the slushbucket. When the save button is clicked, the related list is not updated. The error log shows the following error: WARNING *** WARNING *** User is not authorized to update 12M entries for table incident. ITIL users have full access to the change and incident records. My question is what authorization is needed to "update 12M entries for table incident"?
Also, it works for admins, but not for itil users.

Hi Jay,
Please ensure your user has ACL rights to write to the incident and problem table as there are updates on these forms that occur when adding related records via the relationship table.

Thanks for the reply. I forgot to mention that we are on Jakarta 6a. I have not found an ACL that is relevant. ITIL users have write access to incidents. Here is addition information from the log. I will try to find an ACL that is effecting it.
