Manual relationship rule in CMDB CI class manager?

Is there anyway to create relationship for host and application with different source in CI Class manager ? ( not discovery source or SCCM source)

Your question isn't clear, do you want to create a relationship rule or relation b/w CIs? If you need relationship rule then may I know which CI classes and purpose behind it?
