Gary,
I don't think there is a way for it. But you will able to send some commands or retrieve information from any computer using Discovery/Orchestration.

We want to be able to take control of a users computer, just like we do now through SCCM 2012.

Hi Gary,
I have to dissapoint you, this is not possible because you'll need client software installed on your computer in order to make the actual connection. And if the instance is in the cloud, you'd have to pass the datacenter of ServiceNow...
Why would you like to do this via ServiceNow?
Kind regards,
Stijn
