RPC server unavailable issue

Hi,
We are working on service mapping for our client and we are on istanbul version.
We received error in discovery logs stating 'Failed to execute WMI command on host xx.xxx.xx.xx command: netstat -a -n -o | findstr /R ":64701" error message: The RPC server is unavailable. (Exception from HRESULT: 0x800706BA)'.
There is no firewall enabled. We also followed the troubleshooting steps mentioned in the knowledge articles KB0564296 and KB0564282 and ran the discovery. The issue was resolved at that point in time but later the same issues are arising. The changes made on the host remains the same.
Please let us know what are the other possible reasons to get this error and the steps to resolve it.

What is management IP, I saw it on the suggestion to fix the map but did not understand what it is and how to get it.
