Service Operations Workspace lists won't load

I need some help. I activated the Service Operations Workspace but for some reason any non-IT user can't access the lists. If they go to the Agent Workspace, all the lists work fine, but in Service Operations Workspace, the lists never load.

That was close to it. There were two ACL's that were not created when the plug in was activated for some reason. HI support finally tacked it down to these two ACL's. Once they were created it works now:

Here is what HI Support replied, which makes no sense to me. Anyone with ideas?

 

"I poured over the known issues and documentation. I believe that the associated PRB1448007 means that in the current design for these last three releases (Quebec, Rome, and San Diego), a non-admin user cannot view any lists in a workspace. The problem is marked "working as expected", which means that the "Now Experience" shows a List icon that doesn't check permissions and does not gracefully explain that a "List" view is not available.
I found over a dozen problems related to UI Builder's List view. The problems indicate to me that are defects to repair in addition to implementing the "List" functionality for non-admin users that has been missing for three releases.
For now, the missing functionality is defect in our code base that does not yet have a fix associated with a targeted release. I'm sorry not to have a more definitive idea when and if the functionality will be added."

Have a look at the records in table "sys_ux_applicability_m2m_list". These are effectively an ACL for the list so that it only appears for the required roles.

Yes, there were a couple that had empty but I deactivated those. Otherwise they all have the appropriate roles listed.

If you haven't figured this out yet the issue is related to the ACL for sys_ux_list table.  
you either need to add an additional ACL and add itil or similar role to read permission or give users canvas_user role
