Slow event rule warning

Since Zurich release, we have been getting self-health monitoring alerts for 'Slow event rule warning'.

How do you adjust the threshold and severity of these?  The alert isn't listed in the Self-health Monitoring rules.  I can't find any documentation on it and Support hasn't been able to provide any information for about a week.  

There is one KB on the topic but its limited to DataDog events, and we don't use that product.
