Can anyone explain what is SMI-S and CIM?
can we discover storage devices with SMI- S server alone?

This docs article does a nice description. But to answer your question, SMI-S is the specification that allows queries to storage controllers using the CIM protocol. We used this method for discovery storage systems for the longest time until we got to patterns and are now using the actual system APIs to pull back better information. It's still used today for some systems but is slowly being phased out in discovery.
