Unable to create instance data replication set .

I am trying to create a instance data replication between two instances , 

1st instance is the provider and other consumer .

I am keeping it simple by exposing only incident table in outbound entry and it is unidirectional .After activating the provider instance data replication i am creating a consumer instance data replication , providing the provider's servicenow URL and provider data replication name . 

In provider it is showing the consumer detail in customer subscription , i am approving the same request .However it is not showing in consumer replication .It never gives me the activate button on consumer side .

Can anyone help me on this .
