What role need for user to create a Change request?

Hello, 

We are new to ServiceNow.  We are recently adopting a Change request in our environment to use.  But I'm having an issue with the tech accessing the Change Request form in their backend portal. 

Techs have the Itil, sn_change_read, and sn_change_write roles.

Hi,

As per OOB setup itil or sn_change_write role is sufficient to create change request.

What do you mean by backend portal and how your users trying to create change?

What error they are getting?

There are no errors. 

I'm impersonating a user and I could not see the Change Request in the application.

dI assigned the itil role to this tech, still he could not open a change request
