I want to make the sys_hub_flow table (flow designer) editable to only applied filtered records (Application is xyz) to the specific users and not other records that users able to edit

You should be able to do this by specifying the application scope of the flow and then giving access to those specific users via the application scope.

@Abhishek Kathe When you create a flow, you have a designate the application that flow will reside in. Then, in the application menus table, you can specify the roles that will have access to that application. I believe then that should restrict access to that flow based on that application's roles.
