ACL working but make conflict with virtual agent topic.

Hi,
I update out of box ACL which type is 'record', operation is 'create', name is 'incident'- none.
For hide plus ➕ button on service operations workspace for itil role user.
Note : plus icon on SOW is used for create new incident & interaction.
My requirement get achieved updating ACL but a topic name is (Report it case) get hide also. This topic is creating incident by virtual agent.
It should not hide(virtual agent topic for report it case should be visible).

I am not an expert , but as best practice say, avoid changing the OOTB ACL , if you want copy it and modify it.
