Actionable Notifications are not auto populating properly

Hi all, I'm working on Virtual Agent notification and have struggled with one issue for a long period of time.

The actionable notification works but NOT as expected.

I would expect to display the content (notification) immediately after the trigger is created in  VA interface.

Right now the notifications shows after the topic is finished. 

Can you please let me know if there is a way to display immediately the notifications, not only at the end of conversation? Perhaps there is a way to show them at the beginning ?

The plugin is installed, the sys_cs_channel properties set up as below

I have only one notification, which is trigger when new approval is created.

Hi Tom, This is currently working per system design. The idea here is when a notification comes in, if user is in an active conversation, to let it complete uninterrupted and then display the notification.
