Allow customers to add Additional Comments

I'm trying to allow end users (No Role in SNC) to add comments when they sign in through the ESS portal. Currently the additional comments section is on the ESS View for INcident but unless the person has the ITIL role they do not have the option to enter anything.

found the issue. In the Dictionary settings for the field itil was listed in the write roles.
