Allow someone other than CAB manager to approve/ reject change request in CAB Workbench

Hello,
I am trying to figure out how to allow someone else other than the CAB manager to approve/reject changes in the CAB workbench portal. The user does NOT need to host the meeting. But should have the approve/reject button the cab manager has. Is there any configuration or customization I can do to make this happen. Does anyone have any idea on this ?

@Kieran Anson - Change Manager is not part of CAB Approval Group. He is not able to see Approve button. Is there any way that change manager have option to approve all the change request from CAB Workbench.

OOB the approve button will only appear if the logged in user has an approval against the change record being approved. I wouldn't want to/be able to advise on customising to allow a non-approver to override this behaviour
