Approval is getting skip when I submit catalog item via flow designer

I am running a flow1 by scheduling it and within that submitting a catalog item using Submit catalog item request action.  The respective catalog item has flow2 with approval, which is getting skip and ask for approval action step state changed to completed due to that flow is also getting complete suddenly.

Note: The approver is valid user and active.

Is the approval going to a particular group? If so, check to see if there are active users in that group. I am suggesting this as error is saying no valid approvers.

Also suggest you add stages to your flow, awaiting approval, fulfilment etc

No, Approval is for a user not for group and user is active and has itil role.
