Assignment Group Managers assess the quality of incident tickets closed by their own team

I  have a requirement to create a solution to make managers of the assignment groups assess the incident ticket quality ( how accurately/how well were the fields filled ) on the tickets closed by their own teams. 

I thought to use "Assessments" for this and assign assessment instances to each manager. 

The questions we plan to ask on the assessment are just a few very simple Yes/No questions. 

This way, we are planning to gather some "quality" metrics to measure. 

Assignment Group (AG) managers should be responsible to assess some (not all) of the incidents closed ONLY by their own AGs. (They should get assigned to assessments for the incident tickets closed by other assignment groups)

Can anyone suggest how to configure/accomplish this solution please?
