Simple Answer: Yes, they only have read access to incident/problem management.

From thee Role description

Use the Business Stakeholder role to provide authorized users to approve,
view/read records across the organization and view reports.
Note there is a fee associated with this role. Do not assign it to users without
confirming your organization has the appropriate entitlement.
Please review the documentation for additional details.

The role includes the approver_user role and all the read-Roles for the existing processes (cmdb, ppm, incident, problem, change, request, ppm finance, itfm, pa)

Just a heads up, we just enabled the Business Stakeholder license, they can see most things, however, they do not have access to Requests. Why they did this, do not know.  We had to work with Support to verify this and we verified the docs are incorrect, as the docs for the sn_request_read role only give read access to records the users is an approver on.

This role doesn't allow reading SCTASK or Case task types.

UPDATE: In Orlando Patch 6, the function of the Business Stakeholder was changed. Now someone with this role has read-only access to all record types, including SCTASKs and other's REQ/RITMs. There has been a PRB created for this, with a KB forthcoming.

Business Stakeholder is per user. You would give this to anyone who doesn’t have an ITSM Pro license as you current fulfilled don’t need it. This would be for those who need to approve or need to view reports or dashboards but not work on incidents or cases. Even for those with HRSD, ITBM or SecOps they can use Business Stakeholder too, but you would not get it for anyone who already has those licenses. It could replace approver licenses you already have. You also need to be on the New York version or higher to use Business Stakeholder
