Can I add a Related List to a sys_popup view?

I have a request to add a Related List to a Reference popup. When a user is looking at a form where there is a User Reference field, when they click the info button to see a popup of that record they want to display a Related List of the groups that the user is a part of at the bottom of the form. Should look something like this, where a Groups tab exists at the bottom of the form:

Normally I would tell you to update the sys_popout view but that does not seems to exist in London and Madrid.  I would be curious to see what others say as it looks like it is using the default view for this now.

While i notice that you can configure the fields that can be shown in sys_popup view, i do not seen an option to add related lists atleast in London.

I tried the docs article mentioned above.  It appears that you cannot add related lists to the sys_popup view.
