Can users without 'approver_user' role approve requests using Service Portal approval widget ?

We have manager approvals workflow setup in Service Requests, and currently most of the managers approving/rejecting requests via email notification links.
Now in order to improve the user experience we are planning to use approval widget available in Service Portal to give them a better user experience.
Do we have any licensing implications if we use that ?
Any help would be appreciated.

After submitting my query, I was looking for some other community articles as well and I found below link

it recommends that, in Service Portal, any no-role user should not be allowed to click on approve or reject buttons to interact with approvals directly on instance.
As suggested by ServiceNow considering the above Hi information authentic. What is your view ?

That article appears to just be stating that one my approvals doesn't behave the same way as the other, and how to make them behave the same way.
