catalog variable is set to null after submitting the request but has a value in the database!

I have a catalog variable called "group name" it's a single-line text
it's hidden by default and its visibility based on the value of another variable using UI Policy
the UI Policy works fine in catalog view but after submitting the request and go to requested item view whether on portal / back office i found the value of this variable is empty as shown
I've checked the table sc_item_option_mtom and found this value is stored
where the problem is ?
