Change Approval Answer - Wait for X number of approvals

I would like to be able to build functionality into the change approvals so it can wait for X number of users to approve rather than a percentage of users.

Is there a way to access the back end of where the wait for is built ?

 

I KNOW THIS WORKS IN FLOW BUT WANT TO AVOID

OOTB this is the way, if you are using the Approval policies. If you use the approval activity then you an still do with script
