Hi,
In the Documentation there is this paragraph :
"Helps you to detect other scheduled changes that potentially conflict with the change based on a schedule or assignment. For example, if the same person is assigned to two or more changes at the same date and time, you can visually see the conflict and update one of the scheduled changes, as appropriate."
It let you understand that if a person is assigned to 2 changes that happen on the same date, a conflict will be detected.
But in practice it seems that it only show conflict if the change is on the same CI, Start and End Date.
Is it an error or there is some configuration to create conflict when the same person is assigned ?

Check the 'Conflict Properties'. OOB the property for this property is set to false.
When checking change request conflicts, check whether other change requests are already scheduled for the same assigned to user |
In the sys_properties list it's 'change.conflict.assigned_to' you need to set to true
