How to change language of a particular user in ServiceNow?

Hello,
You can impersonate as user and click on gear icon in home page and change language,
Also, if user doesn't have access then from portal you can click on 'Profile' and change language accordingly.

Check by going to portal and clicking 'Profile' try changing from there ?

Also, Generally there will be setup in User table that once you change language in user table same in synced in User preference table but there is no OOB setup for that and you have to write simple BR.
Lastly if portal option doesn't work then go to 'sys_user_preference' table and create entry like below.
