How to change the Header background color in Zurich version Servicenow 

I have followed this artice but it is not working in zurich

User has to change in User preferences i have tested it with multiple user

OOB theme is visible to all users

No need to change in the user preferences, If the user wants to change other the publised version, then user needs to modify in his/her user preferences.

I have tested in PDI, once it is published, it applied to all the users. You can check by using the Impersonation.

It is showing after impersonating only it showing to select from preferences
