Chatbot on engineers screen while viewing incident in form view

Hi All,

I am using a servicenow Utah version.
I want to build a chatbot that will pop up for engineers while he/she opens the incident in form view and start working on the ticket.

Need suggestions on how to do the same?

What is use case here, engineer is already working on incident? why pop up is needed?
