CI is not getting reflected in Problem form some time dropdown showing some time not

Problem records are randomly losing the ability to select a CI. The CI may be selectable when the record is initially opened, but upon saving or sometime later, the CI is unable to be changed as information changes. When this happens, no CI is selectable. It only happens for SOME records but not all.   

 

EXAMPLES of CIs that are unable to be changed:  

 Current CI = Production Viewer, Actual CI = Denodo (Avid) 

 

here are examples of records that can be changed as normal:  

Current and Actual CI = EnterpriseDataHub, CI can still be changed as needed

I attached a snip for reference, some when im creation new problem record ci details available to select and also can update but some time no record is there.
