create new" button is missing .I'm not able to create new flow.How to bring this button back.

Check do you all required rights / role for same. 

Any ACL is blocking?

Is this issue with all (even who has roles)

or try to repair the plugin.

Check the basics, browser, roles, multiple users etc.

If there is no resolution then Raise a HI Ticket
