Hi Girish,
You can create a Group which basically acts like a DL in ServiceNow. You can add members to this group, so that whenever an email is triggered to this group the group members will receive the emails on the email ids mentioned in their user records. If you have mentioned the group email id, then the email will be triggered to this email ID only, and NOT to the group members listed in the group.
In case of parent-child relationship of groups, as far as i know, they dont work as expected in out of box with respect to notifications. You can try out the different scenarios though. I tried below ones.
1. Parent group has group email id, and child has group email id as well (both groups have group members in SNow, listed), and email is triggered to parent group: In this case, email will be triggered to Parent group email id only.
2. Parent group doesnt have group email id, and child has group email id (both groups have group members in SNow, listed), and email is triggered to parent group: Email will be triggered to members of parent group only. Incase there are no members in parent group, email will not be triggered to anyone.

We are really trying to help, but I think there is a disconnect in terminology. A distribution list is not created or maintained in ServiceNow. ServiceNow has Groups that can have Users in them. That's the closest thing to what you're asking for in ServiceNow.
