Question could be DO NOT ATTACH ANY FILES TO THIS TICKET
Name could be do_not_attach_any_files_to_this_ticket
Question will be displayed to the user as a label but name doesn't. It would only be used in the backend e.g. in scripts.

If its a label then that fine but if the name of file then please remove the spaces. it shouldn't contain any spaces or any other invalid character as specified in the error message.
try this [lower case is recommended].
do_not_attach_any_files_to_this_ticket.
