Data Policy error in problem form

I am facing this issue where I click on "Fix" when the problem form is in "Fix in progress". I am getting the below errors. I have checked the data policies but they are good. As an admin user, i dont have this issue. but others are facing this issue.

This looks like a permissions / access control (ACL) or UI action condition issue rather than a data policy one, since admins bypass ACLs but regular users don’t. Admins have security_admin privileges and bypass ACLs and most data policy enforcement. Check for the ACLs

When you say other user, do they have problem specific role assigned like prb task analyst?

Yes the user has both problem coordinator and problem task analyst roles.

it clearly says both fields are mandatory and data policy should behave same for admin and non-admin
