I am facing this issue where I click on "Fix" when the problem form is in "Fix in progress". I am getting the below errors. I have checked the data policies but they are good. As an admin user, i dont have this issue. but others are facing this issue.

Did you use these two fields, ‘Cause Notes’ and ‘Fix Notes’? Since they are mandatory, make sure to fill them when the state is ‘In Progress’

it clearly says both fields are mandatory and data policy should behave same for admin and non-admin
