Deactivate Flow in Flow Designer does not work

Hello all,
I have a requirement to customize the existing flow for the assess phase of a normal change. This has worked so far in the Flow Designer by copying the existing flow and changing it.
Now I want to deactivate the ootb flow, so that only the customized flow takes effect. The documentation says that the "Deactivate" button can be used, but it remains grayed out.
Does anyone have an idea what this could be, as well as what possibility there is to disable the flow?

I ran into similar issues and this is what I found:
1. The "Deactivate" button that is in the documentation was only displaying on Flows, not on Subflows
2. Going to sys_hub_flow and setting active=false only worked once I switched the Application Scope (i.e. the subflow was in Salesforce Spoke application scope, and I couldn't edit the Active field from Global)
