Dev Instance re-adding color and banner

How Can I Update Dev Instance to re-add color and banner indicating it is Dev instance . It is next experience instance. Provide the proper solution for it

I couldnt see anything i  added red color but it is white , how can I solve this

Did you make the changes here only ? 

In line 1922 you have to change the value not key I hope you did like this only  "--now-unified-nav_header--background-color": "228,35,56",

Because there is twice the name coming now-unified-nav_header--background-color, we don't have to change the key we have to change the value here
