You don’t need admin to export one record as PDF in ServiceNow.
Try an do this:
Make sure the user has read access to the table (ACLs).
From the record form, they can use Form header → Export → PDF.
Roles:
No special role required for form PDF export.
If they’re exporting via Reports, give report_user (or itil).
If it still doesn’t show:
Check ACLs or a custom UI Action blocking export.
Best minimal role (Only if needed): report_user

key is that the user must have access rights to the report table and one of the reporting roles that allow pdf export.....because no special admin or so role is strictly required for the export to pdf button to appear on a report as long as the user can read the data and the export options are enabled for them........
* key roles:
> report_user – minimal reporting role to run and export reports
> report_group, report_publisher, report_scheduler – other reporting roles that include export rights
> itil often already covers export for many business tables and is commonly used for this purpose......
If they still can’t see the export to pdf option after adding one of those roles, make sure: The user has read access on the table being reported on (acl).......
