Few Users are not syncing from AD to ServiceNow

Hello Experts,
We have identified an issue where some users are not in sync between AD and ServiceNow. I've done the below troubleshooting.
1. Tested LDAP connection. (It is success).
2. Manually loaded data in Dev instance. Able to see the user's data is being updated but few users info is missing. User is present in AD but not getting created in Snow.
Could you please help me why this is happening.
