Hi sarvs,
First you should give a role to the user whom you need to give access to a module. Then go to System Definition > Modules and select the module which you want to give access. You will see visibility tab in that form in that there will be roles ,in that you can specify the role that you want give access to.

It is based on Roles, give proper roles to have access to modules.

Hi Sravs,
You can define the module visibility by System Definition >> modules.
Check for custom modules created & then assign roles accordingly also make sure Users who want to view those modules are also associated with necessary roles.
