Can child groups have access to each others incidents without making them members of each respective group, but only granting both groups access to the Parent group

Technically as long as there are no ACLs. any group can view any other Groups Incidents without being a member of the other group by using query's and filtered lists.   You can be a member of Group A, and still go and view and work on incidents   Assigned to Group B.
