Hide a catalog item from users, but allow designated users to order for anyone

The ability to hide a catalog item can be managed with "User Criteria", but is there a way to allow some delegated people (asset managers) to be able to order those same items on behalf of the people that the catalog item is hidden from?

We want the asset manager to be able to order certain items for people without getting the OOB violation message that says "item is not available for this user".  We have far too many job titles to manage this with user criteria, so would like our asset managers to be able to place these orders on a case-by-case basis.

Create User Criteria and make the Catalog Item visible to the relevant user and Asset Managers.

Within Catalog Item, in Requested For variable add a condition so that only the relevant user are available for selection and do not include Asset Manager in the filter

you will have to use User Criteria and advanced script to handle that delegation part.
