Is there a way to give a field which will act as a heading/headline in ServiceNow. Similar to the "assigned values" or "static values" in the below screenshot is

You can add different types of annotations in the form layout view. Probably one of these suits your needs.

I doubt is can be do able like the way you need. Better create 2 sections and name them assigned value and static value.
