I would like to provide users with the ability to import data to a table such as Incident, Problem, Knowledge, etc. The users can currently see the ability to Export, but not Import. What role or type of access do they need for Import capability. The users importing are trusted and can be provided with a high level of access, if needed.

Hello
I got it now what you are looking at, Unfortunately It is not allowed as per OOB functionality and only Admins can see the Import option when click on menu option on one of the columns of Incident list view.
To access "Import". You need to go to "UI context menu" and locate "Import" under it.
You may need to customize the "Import" context Menu by adding the import role under condition as shown below along with admin role.
Hope it helps!!

(if the table is in a different scope you also need to go to the Table table (sys_db_object) and make sure all of the 'Can X' check boxes under Application Access are checked)

Hello Sulabh,
We have the same issue. I tried the step you mentioned here. User can see the import feature but still not able to import the data even he has import_Admin role. It is showing the below error message.
Part of the query on u_imp_tmpl_alm_entitlement_user has been ignored because of insufficient access for 'query_match' operation on u_imp_tmpl_alm_entitlement_user.sys_import_set
