how is the 'item produced record' table updated?

What triggers updates to the 'Item Produced Record' table (sc_item_produced_record)?
I have been asked to report on incident records generated by record producers on our instance, and the above table is a handy resource for this (and is used by a report called 'Created by Record Producers' on Kingston.) This report shows records matching records generated from record producers created by way of the Catalog by ITIL users just fine.
What is not showing, however, are records that were generated by record producers exposed in the Service Portal, regardless of role. The same record producer used by the catalog interfaces produces data there, but not if it is used by way of the Service Portal.
Does anyone know what mechanism generates those sc_item_produced_record records?

Did you ever get an answer to this question? I have the same question because a record producer in a scoped portal will not update the Item Produced Record table.
