How to add multiple option in report

I have one requirement 

The elements should have the ability to filter assignment groups by one, multiple, or all.

How to create report.

Please help!

We can't use the minus operation here, as you're trying to subtract business duration and incident count. Please refer to my previous reply where I mentioned the link to create the MTTR report or the need to use the PA (Performance Analytics).

Did you create the MTTR report? I think you are mixing two things. Is your filter issue sorted?
