how to add timezone in standard way

i have added some timezones to SYS_USER table but they are not working properly
by default system has some timezones and UTC-5 US/Eastern Time is one of them this is working fine but i added UTC+530 India Time, and that is not working . can you plz let me know what is standard way to write timezones or any standard way to do this.

It is ok, and now in helsinki you will see as given by Congratulations Chuck Tomasi 100K Club
No worry you can use, and the image which you were pinned show UTC+530 was a bug and now resolved by Servicenow
