Hi, Everyone
Scenario: Given that I am a User where my profile language is Russian
When a Survey is triggered and an email sent to me
Then I see the Survey in language Russian
similar way how to Configure Incident Surveys in Multiple Languages like Spanish, German , French , Canadian,Portuguese,Italian,French-Canadian,Portuguese,Japanese,Chinese (Simplified),Traditional Chinese,Traditional Chinese (Taiwan) (Manderin),Dutch,Korean.

Hello @Abhilasha G T
You will need to need to first create the survey (in my case English), once you have completed this change to the language you want and edit the survey changing the question to your language.
NOTE - my mistake was I changed both the question and the name.
When you are deploying to other instances you must import both of the language xmls separately.
For translations you can also enable translation in your instance - though that's not needed actually.
