How to convert voice to text

We are trying to integrate what's app to servicenow using twilio and one of the requirement - is creating incident ticket after converting what's app voice recorded  to text We are integrating WhatsApp with ServiceNow using Twilio. One of the requirements is to create an Incident ticket by converting a voice message received on WhatsApp into text and using the transcribed content to automatically generate the Incident.
