How to create Test steps for Record Producer creation from ATF

Hi Team,

How to create Test(sys_atf_test) for Record Producer from ATF.  I have tried OOTB one "INCIDENT MGMT: Incident creation - Self service copy", it is not working, on the Open a Record Producer i am receiving Failure.
