Can you add the log statement in the script include after this line and tell me the log output.

Yes Asif as per your comments its perfect and also previous codes are working properly.thats why i marked it as helpful
in this case i have 5 catalog tasks on ritm, once the first task will goes to closed complete variables should goes read only state. no need of action on other tasks.
Here my client request is once ritm is generated by non admin user variables tab should be editable, so that he can see it is editable after the first task of ritm sets to closed complete, the variables must read only state
