How to give read permission for sys_dictionary table?

Which role is needed for user to view(Read) the sys_dictionary table.
I tried with Personalize dictionary role but it provide both R/W permission to the user.I don want to user to edit sys_dictionary fields.Please anyone help me on this.

By default, personalize_dictionary and admin are the only two roles that can read sys_dictionary. You can modify the "read" ACL on sys_dictionary to allow another role of your choosing.

We have created the new role and gave the read permission for "sys_dictionary" table" but we couldn't see the
1) Personalize label
2) Personalize dictionary when i right click the particular field
User who have "Personalize dictionary" role only can able to see the following label text for particular field.
1) Personalize label
2) Personalize dictionary .
