How to move the standard change templates from one instance to another?

Hi Team,
I am facing an issue to move the standard change templates from DEV instance to TEST. Can you please suggest the best practice to do so?
The standard change templates are not captured in an update set. I tried moving the respective templates by taking the export of entry but in few tables I am unable to import it due to Permission issue. I am getting below error.
The required tables are as follows:
1. export from std_change_record_producer - Permission Denied
2. export from sys_template - Imported successfully
3. export from std_change_producer_version - Permission Denied
4. export from sc_cat_item_category - Permission Denied
5. export from std_change_proposal - Imported successfully

Hi
What issue are you facing.? you can create update set and capture and move to test, if not getting captured in update set then you can take export of entry and import in test. Mark my answer as correct if that helps.

That means you are not in proper scope, kindly change scope and import again it will work , kindly see what scope those denied permission records are in. Mark my answer as correct if that helps.
