Whenever I create a new request for service catalog automatically it's updating the work notes . Is there a way to deactivate this. I have already tried deactivating a rule under system policy but it's not working.

You need to open the WF in the workflow editor:
Check out the workflow
then open Auto approve activity
and delete the set value

There's no option to edit the condition, and the values also appear different compared to your screenshot. Am I looking at the wrong window?

Please checkout the workflow then you will able to edit the workflow, currently your workflow is published that's why you are not able to edit it
